   "* Section 1.  AS 14.09.010(b) is amended to read:                        
	(b)  Each school district mentioned in (a)(1) of this section                 
is entitled to receive reimbursement from the state for the operation          
of the transportation system on a unit cost basis determined by the            
department.  Reimbursement for transportation provided on a                  
motor vehicle owned by a school district and for transportation                
provided on a motor vehicle operated under a contract with a                   
school district shall be the same.  Any difference between school              
districts in the level of reimbursement for transportation                     
provided by the school districts may not exceed 10 percent."
